Hume says that an action is performed freely when the agent could have done otherwise had the agent wanted to. What the agent does is under the control of the agents’ beliefs and desires. Suppose you want to leave the room but you can'e b/c you are handcuffed to the floor. In this case, you don't remain in the room freely. You stay in the room whether you want to or not. What you do isn't under control of your beliefs and desires.
