The "dulzaina" is a folk oboe from the kingdom of Castile, not from Valencia. The folk instrument you are talking about is the "dolçaina". Yes, they both are similar, but not the same, as the castilian one is a fully chromatic, two-octave range instrument, usually in the keys of F F# or G; and the one from Valencia has a kind of moorish-like diatonic scale in the key of ?.
