If there is any art at all, I would say it comes in the preparation of the story and its characters, in the shaping of the details and nuances. That way, by understanding the story beforehand, the telling of the story does not become as awkward or weak from lack of focus. Writing is more a craft than an art. It's all a matter of writing the truth of a character or situation with clarity.

The word Art is related to artifice or artificial.
Writing is both craft and art. To craft is to use tools to create. Art is to create an expressive model or paradigm representing things that are real or tangible or naturally occurring. Words are tools used to craft and in the school of literary criticism it is propounded that human beings are naturally attracted to beauty and harmony; thus, to craft words well and make them musical becomes art. To use tools to make something coherent is craft, e.g. a technical manual or constructing a sentence, but to craft something beautiful, e.g. a perfect sonnet, is art. This is why established forms are established... because they work well, tried-and-true.
