this can be interpreted in two ways. the conventional meaning is : BUT ABOVE ALL, TRUTH BEARS AWAY VICTORY. the more realistic meaning in today's world is : BUT ABOVE ALL TRUTH, BEARS AWAY VICTORY i.e., might wins above truth. so, it is all the matter of a comma, wherever you place it !
