Freedom is a good start. But what kind of freedom? Simply getting out of the cell? Look at stanza 2's contrast of the bird-mind to her current mind. What are the characteristics of the bird-mind? Stanza 3's "youth's lonely wildness" and stanza 4's description of the bird in its natural environment should give you some idea as to what human characteristics are symbolized by the bird.
I guess the most important starting premise is that, when Yeats uses and image, he makes it just as important as the idea which it represents; using a bird to symbolize freedom would be cliche, if it were not for the actual presence of the "gray gull" in the cell with her. Same thing with "The Wild Swans at Coole": swans as lovers is a stale concept, but not when the poet has numbered them exactly, and observed details like "the bell-beat of their wings".
