I've been sailing at Kerr on and off for about 25 years, and I'd have to say the wind is more consistent there when it is there. In the spring s, it can get downright outrageous with the long fetch, enough to flat out surf and jump a Laser (not to mention make a totally out of control race course). The surrounding land features are lower than Jordan and it is definitly a larger body of water.
There are a number of sites to launch from depending on wind direction, must be at least 6-8 state parks up there and a few private ones. If you want the whole experience and there is a multple day streak of wind coming on, you can go to steel creek camp sites, and they actually allow that wonderful substance alcohol on the premesis.
The drive North Raleighites and Durhamites is probably closer to an hour (and there is very little traffic to alter that time) which would make it an attractive alternative I would think, but still a little long for a spur of the moment thing.
