1. Your first question--this applies to the listener. I think the implied listener is actually a representative for the duke's next wife.
2. This is where the duke expresses his failure to control or own the duchess. He simply couldn't match her intelligence, and because of that, he simply doesn't go that route. He feels that she should be the one to stoop, not him. He's not going to change his ways to have her love him. He prefers to force. Unfortunately, this girl has spirit that won't be stopped until he (it is implied) stops it for good.
Hope this helps. This is just my reading of it.
