She was definitely used..it flat out says it when venus and juno are discussing making her fall in love with aeneas
she was made to fall in love with aeneas so that she would help him as best as she possibly could...
and I don't really think it shows weakness because when Aeneas ventures into the underworld there is a whole section of hell made up of people
just like her... she was merely another pawn in the gods game of fate
