When jupiter refers to caesar he is refering to Augustus. Later in the page he statets that this ceaser will bring peace to a time of war, and seeing that Julius was only in office for a few years and there was much bloodshead involved, he probably was not refering to him. In addition Virgil was a friend and client of Augustus, and in fact comissioned by rome to write the Aenid.
