My own take on the poem is one of explication, and warning, to children as to why they die. Children died much more frequently in Goethe's time than they do today. I think the poem was an attempt to educate children on the temptations of the Erl King, luring children to death, with promises of boundless pleasure and wealth. In other words, it was the child's responsibility to resist death, and not leave the adults distraught, and the child in the hands of what I think is implied as a ruthless temptor.
That's what I think...
