Why are you tying him up at night? Can't you bring him in the house instead of isolating him?
Do you take him for walks? Dogs need more exercise than just throwing a ball for them.
Also, why don't your neighbors have a big green dumpster? They should contact the City and have sonmeone bring them a dumpster.
