My Nieghbours don't have a big green bin, but have been keeping their rubbish under a big tarp with bricks around it, My dog is a Border Collie X Blue Heeler, he some how gets into their rubbish. What can I do, we live on a farm and our houses are on the same farm,(fairly close) I try to spend as much time with him as I can throw ball etc.
We tie him up at night but you can't keep them chained up all day.
