I think this is a legitimate state law and, although annoying, is probably not offensive to the constitution.
The state has a legitimate right and interest in ping laws to regulate the safety of its citizens. After all, who foots the bill if an uninsured, unseatbelted person is injured in a car accident and taken to the hospital and is unable to pay? The state. Seat belt laws make sense, then, on that ground.
On the other hand, don't they have anything better to do? I got pulled over recently because the cop thought I didn't have my seatbelt on. That's crap. But still, such laws are only tenuously related to constitutionally guaranteed rights - ie privacy -- and are therefore unlikely to be struck down. The State's interest in regulating safety is high and outweighs our marginal interest in not wearing seatbelts.
Fight these laws by choosing state lawmakers who aren't busybodys and who worry instead about the real problems.
