is that right wing think tanks put it forward but conservatives in government (such as Mrs Thatcher, John Major etc)always reject it as "unworkable". Even George W's people are wary of supporting it in principle. What happens in Britain is that radical policies always get watered down by the opposition of the career civil servants. I just wondered if any states have actually tried an educational voucher system and is so with what results? What I object to is the sort of hypothetical pooh-poohing that you were indulging in which may not be based on any experience. The correct approach to new ideas is surely to hold a limited pilot scheme and then see what happens.
