One of the main problems in our public schools is the inability to sort out students by achievement or disruptiveness. I have no doubt that you are correct that the better students will be the most likely to leave, but there is no reason to fear this. Right now, in our worst schools, it is impossible for anyone to get a quality education. Teachers are forced to teach things five different ways because some in the cl are ADD, some are medicated, some are completely ignorant of the most basic skills, some are conduct problems and some are potentially very good students. It makes no sense to keep this kind of a mix together, but, by law, our public schools have to do this.
Vouchers won't save everyone but it will certainly increase the number of children who are well-educated. I cannot imagine how anyone could get a worse education than what generally goes on now. In fact, isolating the worst students would probably increase their level of learning as the whole cl could slow down to their pace, rather than our current practice of forcing our teachers to teach at different speeds at once.
