I think it's best to take a univeralist attitude towards art. I personally recognize all drawing, all music, all painting, all literature, all poetry as art. There are certainly standards by which we can judge the quality of art, piece by piece, work by work, but it's wrong to judge a particular type of art as terrible or "non-art" in itself. Certainly comics are art. Anime is art, too. Whether they are good art, or important art, can only be decided by considering the particular work by a particular artist.
