I believe that it is a society based on the principle of all its citizens working to acheive their full potential. Therefore all the citizens would be happy (in theory) it is another society that would work perfectly in theory but for human nature striving to be dominant. Like a communism is a perfect society but all the people who try to create them are doing so with less than noble intentions.
