Policy research project for a non-profit agency.
I'm having trouble finding a page where A.Smith discusses the efficiencies/inefficiencies of the government contracting with private companies to perform its functions instead of hiring government employees directly. Discussion of contracts for purchase of goods would be fine, but I'm really looking for contracts to purchase services. I'm hoping to find predictions of the kind of abuses perpetrated by defense contractors in the 1980's, where prices for items sold to the government were grossly inflated from their natural or market price.
Directing me to treatment of this topic by other economists (such as modern writers) would also be very helpful.
